o   Fountain church driveway permit. Will be putting in 24’ culvert which is plenty large enough

o   Want to compliment Keith on keeping the roads clear, even on Sunday. Our roads are better than anyone else’s.

o   Tandem ate another fan belt, something else is going on with it and county will fix it

o   Need yard light replaced and one for hall so we don’t have to leave a switch on in the hall

o   Rechargeable flashlights stopped working, need to be replaced. Last ones last a long time and is cheaper than buying batteries constantly

§  Grays has sale, buy Menards might be cheaper

o   Cleaned up all the mud on Zindorf road. Keith did it without charging hours to town

o   NAPA doesn’t have the celphane boost but Mike Strohmeyer told Keith how to make his own. Since adding it the truck is recycling far less.

·         Where is money going?

o   $10,350 for ambulance and $25,000 for roads

·         From the mailing there were 38 yes, 27 no and 2 undecideds

·         Meeting was published in 3 places, on website, on Messengers facebook page, and posted on town hall door during election day

·         Ambulance is going from $7/person to $18/person because they are moving from volunteer to fully staffed. If there is a change in state requirements it might change

·         Fire contract goes up 3% every year

·         Road maintenance

o   We are far behind, making it more expensive to fix. We should do 4-5 miles a year, but we can barely afford 1 mile. When you get far behind it requires rebuilding the base which is expensive. 8-9 years ago 18k got you 3 miles now it gets you 1.

o   Budget costs are primarily fixed

o   Tried the county this year for work since they are cheaper. They were okay but we won’t be able to measure quality for a couple of years

o   Taylor road was our best built road when it was constructed but it keeps getting pushed down the list and will need the base rebuilt

·         Wish Keith was at the meeting

·         Grants?

o   Joanne has looked

o   We can and do apply for funds through TRIP and TRID

·         Salt/sand

o   Why did Keith sand the other day? Seemed unnecessary.

o   Keith sands the best spots, there was some ice the next day, so it was good he did that. We can’t afford to jeopardize public safety

·         Any equipment to get rid of?

o   Not really. Committee has reviewed and made an inventory list included recommendations for when and what pieces should or shouldn’t be replaced

·         2 road are going back to gravel- part of Russell and Brown

·         Increase is 25.72%

o   No surprises. Did find buildings that weren’t on the roll and now are

o   Ellen wasn’t at the County WTA meeting, so wasn’t able to get contract language from her

o   IRS/SSA reconciliation. Checked with IRS and our number are right there, I’ve sent a letter to SSA telling them such and that they need to reconcile with IRS

o   Celepour fuel additive was suggested to boost performance, only available at NAPA, helps machines burn cleaner

§  Should try it and see if there’s a difference- runs better? Saves gas?

o   Backhoe tired shredded, need to move it to Kemper’s field so not in the way. Don’t want to take it down the road and damage it further

o   2017 Levy Resolution to increase the levy

§  Nate made a motion to adopt the resolution for a $35350 increase with 10350 for ambulance and 25k for roads, 2nd by Joanne, passed unanimously

Minutes from October 27th, 2016

 

o   Call meeting to order 5:00 pm

o   Roll call

§  Present was Nate Bell, Joanne Klinker, Kathy Haske, Wayne Olson, Lola St Clair, and Pat Hart the assessor for Town of Fountain.

o   Wayne Olsen was appointed Chairman.

o   Dennis Rego arrived at 6:50 to contest his tax bill for properties 290100774, 290100773, 290100776 and 209100775 excluding Improvements. Dennis presented some ariel maps of his land and some others in the Town of Fountain that he thought was comparable to his.  Pat Hart looked at these maps and explained how they were different then his.  The board looked at these maps.

o   Decision,

o   The board must take a vote on whether or not the property owner proved his case. 

o   Vote was taken.  The Board voted he did not have enough information to warrant a new revalue.   The vote was unanimous.

o   Meeting adjourned at 7:20.

o   May see extra traffic on Langer road with logging trucks. Could we say something to them like we are going to inspect before and after the work is done and if there is damage to the road we will bill you?

·         Budget

o   Equipment committee met and review equipment.

o   Sterling/tandem

§  Recommends replacing 2 trucks with a single axle.

§  Peterbilt lets you test trucks, needs at least a year from when you order to when you receive the truck

§  Bleedback valve is faulty

o   92 international

§  Needs new front tires, still looking for used ones

o   Backhoe

§  Needs tires for back. Recommend the square ones with increase surface area to help with wearing but they are more expensive

§  Front tires will need to be replaced in a year

§  Overall will need new tires every three years

§  Recommendation is to replace all at once since it has 4 wheel drive

§  Book to keep track of use of hoe. If we don’t use it that much maybe we want to trade 2 tractors for 1. Keith said he does use it, acts as another man at times

§  Nate was surprised by the value of backhoe. Town paid 92k, expected it to be over 125k

§  Joanne is looking to match repairs with equipment. She’s also going to call about the air conditioner since it seems like it shouldn’t break in the first 3 years.

§  Sprockets are rough, not roller chains so the sprocket isn’t deteriorating the chain

§  Public enemy #1- unexpected costs. Whatever we can do to build insurances in to minimize these will allow you to better implement your strategic plan. What role does investment play in our ability to better predict the future?

o   Tandem acting up again, shut down and Keith cleaned all the cables and seems to be working okay

o   Backhoe air conditioner went out, compression wasn’t working

§  Guard rail on Schucht or just 2 signs?

1.       Is it safer? It is wider than previous culvert

2.       Guard rail on shoulder probably  is not necessary

o   Need more gravel for Kranz to divert water

o   Rock on Hoff

o   Culvert on church/Hoff road needs cleaning because it causing water to come on the road. Needs to be told to clean it.

o   County board decision was made to purchase property and house 3 agencies there.

·         Correspondence

o   Salt will be here in the next month

o   Water was tested and well was sanitized. Needs to be tested again. Probably is that water gets stagnant. Not used enough. Filter will be changed too

o   September 29th every county will have a meeting to highlight problems with the road situation

o   Keith is eligible for a deferred compensation plan, 457b is like a 401k and there could be the ability to make small contributions.

o   Changes to IoH and allows heavy trucks to operate even when road bans are up. This will most likely not last long

o   Resolution for next month to ask for increased support for roads

o   Complaints received that back was used in July in Hustler. And some of the supervisors were unaware. Anytime town equipment is used for other purposes the board has to decide if it’s okay or not.

§  In the future, make sure all board members are made aware even if it means a special meeting

§  Schucht was cracked on 2 of the 20ft pieces and the bell ripped on the remaining sections

1.       Why did it fail? When Zellmer put it in probably had holes where water got in, froze and caused the fail.

§  Zindorf- major construction means that we have the responsibility to put in culvert but the property owner has to maintain. Need to see where cable is buried to determine whether or not we could ditch.

§  Shanahan- Looking for another 10 feet to widen it. Keep eyes open for used one

§  Oleson- culvert is too far up and needs one by the road. Wayne will call and check to see if they planned to put on in

Kathy collected more in taxes than last year which just means a smaller check in August.

    • Fire protection $1050 over budget because of calls that we had to pay for that we haven’t been reimbursed. Some are from non-resident and therefore, no recourse to collect that money.     • North Central Planning would like us to fill out survey
    • MFL will be phased to give munis more money with 80% going to muni and 20% to county. Will be starting to get some additional monies this year with full implementation in 3 years

      • Universal would give $47,000 on trade in value. New truck would be around $180,000
      • Hard to know which way to go. Still have loans to pay off. Big truck keeps costing more and more money. When we upgrade, want to buy new so as to not inherit anyone else’s problem.

    • 3 inches of gravel is 1900-2000 tons on a 20 ft road. Gravel is 9.20/ton to deliver
    • Matting is sold by the foot and it’s 24 ft wide. Don’t use much so the county doesn’t have a lot on hand. There are several different prices based on thickness
    • Is Alpine road in that great of need? Yes we keep putting 3 loads of gravel on a year because it disappears
    • Blacktop grinding- Monroe county bills by the hours, $200/hr to haul here
    • Patch mix is $62.50 from Gasser and $62.95 from Scott. Remix from Gasser is $58/ton. Scott seal coat cost is about $15,000 a mile

    • Rusty and Maki don’t want Tunnel road paved for speed reasons
    • ATV route signs could be a problem, turning roads into playgrounds. When are county roads open?
      • Need to ask county. Our understanding is that they are when it connects other routes.
    • Want to split a parcel it 2 pieces. One proposed parcel would need an easement to access the back 20 acres from the 2 acres with the house. The other parcel would be contiguous. Would this require an easement? Is it considered a single parcel if the one piece requires an easement to connect the other?

    • Getting ready for non-winter

    • Roads seem to be drying fairly fast
    • Jacobsen has a spring htat seems to be a problem. Think it was from the phone company digging a few years ago but didn’t notice it until last year
    • New plow/bushing can be done for $1000-1200. New style that should last longer is why it costs more. It could be done for that price if we drop it off and let them work on it when they have time. Good project for after winter. Otherwise part would cost nearly $600 and $45/hour for labor to put it on
    • Used tires for international- if we do them within 5 years we can get new ones cheaper than recaps. Brown has waiting list. Nate has some used tires he can donate
    • Peterbilt is new in town and came and looked at international and 1 ton. If we adjust the controls on the tandem it’s a $37,000 fine. The hiccup in regenerating is a sterling system thing and won’t go away. 2017 they will stop making parts for sterling. Computer/exhaust system in tandem is all sterling. In 2 years will need new filter

    • Overall committee feels that Town should pay normal wear and tear damage and if that means increasing the levy to have roads to withstand the traffic then we should do that
    • Note that state law could still be used to require anyone who damages the road to pay for it

    • Going to have this happening, so that way the GPS will work properly all over the county
    • Joanne had asked them to remove language that would have required a specific time to implement all changes

  • Review notice for reevaluation
    • The Town of Fountain Board has authorized a full reevaluation of the town. In order to ensure equity between all taxpayers it is necessary to have complete records of each property including measurements and photos of all structures on each parcel. Our current assessor Patrick Hart has communicated that the records need to be updated in order to ensure fairness and equity between assessments in the Town of Fountain; therefore, the board has authorized a full reevaluation in 2016.  We encourage you to work with Pat to properly update our records and remove any guess work that would otherwise exist. He will be wearing a nametag for identification purposes. If you have any questions about his visit you may contact him at 608-343-9944. Below is the public notice sampled from the Department of Revenue’s guide. A revaluation of property assessments in the Town of Fountain shall occur for the 2016 assessment year. The approximate dates of the revaluation notices being sent to property owners is expected to be in (month/year). Please also notice that the Assessor has certain statutory authority to enter land as described in state law (sec. 943.13 and 943.15, Wis. Stats.). The ability to enter land is subject to several qualifications and limitations, as described within the foregoing statutes. Copies of the applicable statutes can be obtained at public depositories throughout the State of Wisconsin, and from the State of Wisconsin Legislative Reference Bureau website or a copy may be obtained from the municipal clerk upon payment of applicable copying charges.

    • Discussed pros and cons of contracting services
    • Hard to see this township doing it, county would plow their roads first and the geography is challenging/dangerous
    • Road are in good shape is subjective, they are in good of shape as can be given the amount of money that has gone in. There are plenty of roads that are in needs of serious attention
    • 3-5 year plan includes doing major work to
    • Zindorf, Taylor, Olson, Bell roads
    • Equipment committee will plan to meet
    • We keep track of oil changes/repairs to equipment, no breakdown for annual cost of maintenance per piece of equipment. All equipment is listed in insurance policy
    • Doesn’t seem responsible to wait for a piece of equipment to breakdown just because we get a free rental. What if it were a storm and we couldn’t get a truck for hours? That would create very dangerous conditions for anyone traveling.
